[BE] Process CV's without keyConcepts #27

Current Behaviour: Identify CSV and its TTL File, if the ttl file doesnt have keyConcept then we error and skip processing/harvesting/indexing the folder.

Ask from Roberto: Can we still process ttl file without keyConcept and just doesnt add/build endpoint the endpoint URL or CV Data into it. (i.e) process only the ttl file.

MVP for Ontopia doesn't need this Scenario so its not a priority for MVP.

When

a vocabulary has no keyConcept

I expect

[ ] the vocabulary should be harvested and imported in SparQL
[ ] no REST API is exposed

Instead

the vocabulary is skipped

Notes

Rationale:

we may want to import foreign vocabularies (e.g., European Commission vocabularies such as Countries, ... )
those vocabularies do not have a NDC:keyConcept

Note: the following controlled vocabularies lacks keyConcept:

VocabolariControllati/classifications-for-transparency/transparency-obligation/transparency-obligation-organization.ttl
