Context/goal:

Problem with application form for Nijmegen Meedoen and Busvoordeel. If someone (BSN) already is added to the voucher generator And tries to login with Digid , he will receive error: fund already received.

How to reproduce: Create voucher with BSN on voucher generator (no identity should be in the system with said BSN) Request fund of that fund as a citizen and apply.
