Windows CLI build #2

There was an issue with Windows build in deis/jenkins-jobs#351 and there are known issues with the Windows CLI for "deis" and now Hephy which has some readline issues with login and deis env push and pull. For this we will probably need to get a Windows user as a maintainer.

Sounds like we need to do our build for this from scratch, if we want to support Windows users at all

(I kind-of do want that... though mostly still don't use any Windows)

If these issues can be replicated on a Windows VM, I should be able to address also.

We should have "hephy.exe" cli builds very soon
