Settings and updater #18

We want to have a settings menu which allows user to turn certain things on/off globally. We also need the updater like in cats for the folks who don't use the extension store.

Technically will be working on the settings page due to translations, so I will pick this up.

I not gonna lie may just use cats one as it's pretty solid.
