Config support for `ConvertingPopulator` #38

The ConvertingPopulator is currently not supported in the bundle config.

It should be usable via neusta_converter.converter.<name>.properties.<name>.converter: <name>.

I can implement the functionality if you haven't started working on it yet.

I haven't. But perhaps we should first decide whether we want #41.
