Retroactive channel updates #8

Previously the images were updated by:

niv update to update the channel commits. Commit if anything changed
If a commit was pushed to master, update the images that niv points to

This was problematic because:

If any channel update was missed due to a failure, it wouldn't be retroactively pushed, therefore having a hole in the docker image tag history
The niv update was actually failing all the time since ~20 days ago: https://github.com/niteoweb/nix-docker-base/runs/1203331325?check_suite_focus=true, therefore causing the above problem

This PR changes how the images are updated to:

Fetch the channel history from @grahamc's https://channels.nix.gsc.io/
Update the images for the past 3216 entries in there, skipping ones that exist on Docker hub already
