Update base values for 2021 #50

even though USD is tanking in recent months, it is now actually closer to 10-year-rolling-average than it was last year (good!)
most positions saw small increases in base salaries, some positions saw minor decreases (good?)
some countries saw massive decreases in cost-of-living:
- did US (which is cost-of-living == 1) increase so much?
- did lockdowns really impact local prices so much? or just less "splurging" on not-really-necessary-things?

Found the reason behind big drops in cost-of-living:

the code that updates the values looks in the Indices Difference on https://www.numbeo.com/cost-of-living/compare_countries_result.jsp?country1=United+States&country2=Netherlands
then it takes the value from the 2nd row, which used to be Consumer Prices Including Rent in Netherlands are 2.05% lower than in United States, but today this value is Rent Prices in Netherlands are 3.99% lower than in United States
I'll write to Number where did the Consumer Prices Including Rent index go and if it is coming back or not

At some point in time, I've decided to make that infobox smaller, so we removed that Cost of living Plus Rent index there, but now I see that some users would like to see it, so we will return it to the page.

Regenerating values now.

As per discussion during IRL#YA'RLY we decided to keep this PR instead of #51.
