Update values for 2023 #55

Merge in Feb, so it affects Jan's salaries.

We decided on IRL#11 that due to currency fluctuations in 2022 the differences are far too big to merge this.

We'll have to re-think what to do in the future, and come back to this before IRL#13, with a polished proposal presented on IRL#13.
