Cannot edit/remove hazards #146

The list of hazards is uneditable in the web interface

The "Description" field in the Hazard object isn't required in v1.01 causing the list of Hazards not to show correctly (and not being able to select Hazards in Sites or Scenarios).

In v1.1 the Description field is required.
