webp (and webm) do not display in chrome #45

What steps will reproduce the problem?
1. type in name of webp in the omnibox

What is the expected output?
see the webp
What do you see instead?
downloads it

chrome currently relies on mimetype, or extension.
Other formats in chrome have a 'sniffer' that looks for a signature.
That should be added to chrome as well for webp.
