Rephrasing:
the PCB calls for a 620 ohm resistor for R1 and R3. If I don't have a 620 ohm resistor, is it better to use 510 or 680 ohm ones as substitutes?
i.e. is it better to have 60 ohms more resistance or 90 ohms less?
I have not done the math on it, but it is a digital signal so I don't think ot would matter much - parts from that era would have had as much variance anyway. I would just try the slightly higher value.
