PeopleTec is currently seeking an International Analyst to support our Huntsville, AL location.

The International Analyst should be knowledgeable in developing documentation supporting international relationships as the foundation for future Cooperative. Candidate will support the Army's Rapid Capabilities and Critical Technology Office (RCCTO) performing a wide variety of analytical duties related to Army acquisition programs recommending approaches or solutions to programmatic needs and facilitates solutions in an expeditious manner. Responsible for the continual development, planning, coordination, implementation, and execution of all requirements for International Cooperative Developments in support of potential future program(s) Foreign Military Sales (FMS).

Candidate will analyze foreign disclosure requests against disclosure policies, coordinate with internal project and external agency subject matter experts (SMEs), track progress, and review all responses for completeness and accuracy. Prepare recommended organization's coordinated response document package and submit package for final Government review and approval.

Duties Include:

Coordinates Requests for Information (RFIs) for disclosure of material referred by other DASA DE&C and other agencies within the Security Assistance Enterprise. Coordinates within the organization and with counterparts at OSD, HQDA, ASA(ALT)/PEO, AMC/USASAC and other DoD Service organizations.
Requires a comprehensive knowledge and understanding of RCCTO functions, processes, and interrelationships of weapon system prototyping and acquisition including research, development, engineering, materiel and maintenance management, procurement, quality/product assurance, test, configuration management, production, and fiscal/budget cycle of all RCCTO assigned programs.
Develops and prepares briefings, read-aheads, and information papers in response to RFIs or as required by senior leaders for their meetings with senior U.S. and foreign government personnel and commercial representatives.
Verifies that all inputs from organizational elements and program offices are properly documented, tracked, and status reported regarding international related activities.
Maintains accountability on all approved foreign disclosure releases.
Documents all foreign disclosure transactions and maintains repository.
Participates in various internal study groups and projects which involve resolving questions or problems with international processes for the purpose of improving internal procedures and techniques.
Assists personnel in interpreting the National Disclosure Policy (NDP).
Reviews incoming directives, correspondence, and other regulatory material from higher echelon. Determines action and recommends office of primary responsibility (OPR).
Provides comprehensive knowledge of DoD, DA, and command policies, regulations, and procedures that govern foreign disclosure and technology transfer.
Analyzes and interprets regulations based on conflicting or incomplete guidance.
Analyzes and interprets statutes and applicable DoD, DA, and ASA(ALT) regulations and directives that pertain to the establishment of International Cooperative programs.
Participates in meetings and conferences.
Performs oral and written communications sufficient to develop policies, directives, and procedures; to prepare correspondence addressing complex and controversial issues; to prepare and present briefings for various levels of management.

Required Skills/Experience:

8+ years of direct related experience in supporting DoD, Army International agreements between U.S. government and to foreign allies and partners.
Knowledge of the relationships between program management (budgeting, planning, financial management, review and analysis, etc.), logistics, procurement and product support in administering an international agreements.
Ability to operate in a fast-paced environment and meet strict deadlines
Ability to multi-task and prioritize important, competing tasks and information
Self-starter that needs little direction/guidance on what next steps are required with projects and demonstrate a strong attention to detail
Accountability for results and deadlines
Excellent verbal communication, organizational, and interpersonal skills
Flexible and positive attitude in the face of challenges and ambiguity
Ability to take the initiative on customer support
Proficiency in Microsoft Office Suite (e.g., Word, PowerPoint, Excel)
Ability to work independently and remotely.
Must have a current driver's license.
Travel: 10%
Must be a U.S. Citizen
An active DoD Secret clearance is required to perform this work. Candidates are required to have an active Secret clearance upon hire, and the ability to maintain this level of clearance during their employment.

Education Requirements:

Bachelor's Degree or higher from an accredited university for the performance of these duties.

Desired Skills:

10+ years of direct related experience in supporting International Cooperative Agreements and FMS.
Knowledge of International Security program documents including International Agreements (IA) (Summary Statement of Intent (SSOI), Industrial Security Agreements (ISA)), Technology Assessment/Control Plans (TA/CP), Delegated Disclosure Authority Letters (DDL), Program Security Instructions (PSI), and Foreign Disclosure Guidelines (FDG), Letters of Request (LOR), Terms of Reference (TOR), Export Control, and International Traffic in Arms Regulations (ITAR) regarding U.S. export policies.
DoD Security Cooperation Workforce (SCW) Certification.
