Adds domain whitelist configuration #12

I would be personally super sketched out letting people throw whatever url ytdl is willing to process at my server. We are subject to all ytdl security issues, so we should provide a lever to limit the blast radius.

Adds ability to whitelist urls that vroxy is willing to process
Includes example whitelist
Documents configuration env vars
adds tests for whitelist functionality
