add missing startup script #22

this script is missing from repo but included in pip package, and referenced by the setup script

lack of the script causes following bugs: https://github.com/techartorg/bqt/issues/21 , https://github.com/techartorg/bqt/issues/14

it'd be great to hear from the original dev who made the pipy package. in case other vital build files are missing.

Merging this in since it makes the github version useable again, fixing above mentioned bugs
