[Intermittent] Site pin disappears momentarily #1977

Minor glitch discovered in UT session. You'll notice around the 1 minute mark, the pin for the site he just created disappeared when he closed the popover then reappeared a few seconds later.

Triage notes:

We don't know how to reproduce this. Investigate to see how common this is; if it happens more frequently it's more worth fixing, but right now we may close this as "won't fix"/"can't repro"
May want to timebox this. Eng size is expected timebox, but feel free to update.
Happened in release version. Verizon Samsung Galaxy.
