Sites List bottom sheet doesn't scroll fully with large text

Description

On the empty state, the Sites List bottom sheet doesn't scroll to show all the content. Test participant had no idea how to create a site, and not seeing the full content was prohibitive. The sheet does open and close to the expected positions, but doesn't scroll when fully open.

In this case, the participant had their font size set to large on iOS phone. I can repro this on my Android phone.

• Suspect it needs a ScrollView (or a gorhom-specific scroll view) in it.
• Make sure we don't mess up the scrolling in the sites view.
