UI: Site callout satellite image overlays some site list satellite images (Android only)

Description

When a site popover (aka callout) on the home screen map is open: On Android, its satellite snapshot sometimes appears on top of the satellite snapshot of site cards in the site list

Steps to Reproduce

1. On Android, on the home screen map, click on a site to open the site callout
2. Pull up the Site List bottom sheet, and scroll up to see various site cards Expected: Everything about the site callout should be underneath everything on the Site List bottom sheet Actual: The site callout's image appears on top of the Site List cards' images. Until you get to a certain point in the list, and then the issue disappears. Note the overlap may be small; depending on the size of your screen there may not be a lot of overlap between the images (Try this with a few different sites if you don't see it the first time)
