When offline, make an alert saying the soil properties score will be used offline.

[ ] If the user is offline and views the Soil ID screen, show the most recent soil property score calculated (do not try to update the soil property score) and display this error.

Offline UI: Alert: Soil Properties Score not avillable offline#2372 is the largest by far because it involves changing how soil ID data loads (e.g., not discarding old results if the user inputs new data offline). I would like it if product could expand this ticket's description to specify the intended soil ID loading behavior in greater detail
