Allow the user who is offline to see all sites that they could see while last online, and view the data associated with those sites

Acceptance Criteria

[ ] As a user who is offline, I want
- [x] to see on the map pins representing all the sites
- [x] to see in the sites bottom sheet cards representing all the sites to which I have access
- [x] to see the site dashboard with all the data associated with a site
- [x] to see the inputs screens and the data already entered there
- [ ] to see the Soil ID screen, and all the information there I would expect to see online, including
  - [ ] ranked soils
  - [ ] slope
  - [ ] soil properties table
- [ ] to see the Soil Info screen for all the ranked soils, and all the information relative to the site
