Run rank_soils when viewing Soil ID after entering data #1081

Currently we only run rank soils only if user has entered data and restarts the app. Can this process happen whenever the user has entered new soil data?

Acceptance Criteria

[ ] Assuming I am online, I want to see the new predictions of the Soil ID algorithm whenever I have entered new observations and have viewed the Soil ID tile or Soil ID Page
