If a user syncs and they are on a screen that no longer exists (e.g., a site that was deleted) display a pull boot error

Acceptance Criteria

[ ] As a user whose device is syncing, if my item (project/site) is no longer accessible (moved/deleted) while I am using it
- [ ] boot user to another screen?
- [ ] Display notification
