Allow users who are offline to create sites while in the field.

AIM crews collecting data in the field spend eight days in the field and expect to gather site observations offline. They need to create sites while offline. How might we enable this?

[ ] As a user in the field, I want to be able to create a site and gather data while offline
[ ] remove the "can't create sites offline" alerts
[ ] un-disable the buttons on the temporary site popover
[ ] disable "add sites to projects" menu in create sites form?
