A project can have a note, that gets pinned for each site within the project. Several places currently refer to this concept as siteInstructions. This is a kind of confusing name, and also is inconsistent with some things already calling it a "pinned" note. Update terminology -- probably to pinnedNote -- in backend, client-shared, and mobile-client for consistency.
