Restore FAB #771

Restore the FAB button that was cut from Capri with https://github.com/techmatters/terraso-mobile-client/issues/1312. The FAB button will be an expandable menu accessible from site locations where the user can add a note, take a photo, or measure bedrock.

Designs

Acceptance Criteria

[ ] As a manager or contributor on a site, I can select the FAB button and see a menu that includes "Note", "Photo, and "Bedrock"
[ ] When I click the "+" it should change into an "x"
[ ] From each of these menu items, I can initiate the related input experience
[ ] When I click outside of the menu or on the "x", the menu should collapse
