• Updates the readme to recommend Node.js v18
• Adds a code of conduct
• Adds a basic contribution guide
• Removes scratch tests
• Swaps the node-ipc package for @node-ipc/node-ipc due to malware concerns with the original packages
• Updates the following packages:
  • express ~3.0.0 -> ^4.18.2
  • ini 1.3.4 -> ^3.0.1
  • nconf 0.8.4 -> ^0.12.0
  • request * -> ^2.88.2
  • serialport 8.0.5 -> ^10.5.0
  • socket.io ^1.4.8 -> ^4.5.4
• The files modified were passed through "Prettier"
• Various conversions of var to let/const and anonymous functions to arrow functions

I worked through this last night with @dtgreene and once we ensure this works well with a bot we should feel safe with running this on Node 18(!) and making a 2.x release to fix all the security release issues, with the exception of the very gross node-ipc situation, which should be solved by this fork.
