Implements a better reset heuristic by testing for 6809 reset vector 0xFFFE for a given time (~300ms). So a quick tap of RESET will reset the game, but holding it for a longer time will RESET to the VEXTREME menu.
New reset also fixes symptom 1 of Polar Rescue where random writes by P.R. was causing the old reset heuristic to trigger and yank the game out from under itself.
New reset also allows Bad Apple to be reset back to main menu.
Another symptom of Polar Rescue is that it will get stuck in a loop where the submarine crashes over and over in the game because of 0x00 filled memory space. So we patch/pad the unused space with 0x01 to fix this. Additionally this also fixes a known bug with Mine Storm II.
Whitespace and code style changes are included in a separate commit.
Steps to Test
Run unpatched Polar Rescue and see if it plays fine
Try the different reset methods (fast and slow) on different games
Monitor TX log output for some minor improvements.
