Add License #8

Just noticed there is currently no license md or a license mentioned in the Cargo.toml. It would be great if you could license this under a permissive license. E.g. MIT or Apachev2.

Good catch! I meant to release this under the Rust-usual MIT/Apache 2 combo. Will add in a second.
