optimize loading of static csv files #74

Currently on every load there is a parsing of the CSV file using PapaParse.

This should:

[ ] be reviewed if it can happen during build
[ ] be reviewed if it can be wrapped to exchange the CSV with an CMS in future times
[ ] handle parsing errors
