Default fees should not be charged when retiring business #2

Severity and why:  Medium - makes default fees 

Situation Details:  When Retiring a business if any fees are set as 
default they will be charged.

Describe any work around:  Do not use default for fees.

Steps to reproduce the problem: Set any fees as default within a line-of-
business.  Retire a business with this line-of-business.

What is the expected output? What do you see instead?
Should only be charged business tax.  Is charged business tax & default 
fees.

Version of eBPLS: Latest.

Versions of Linux, MySQL, PHP (if not base): Base

Please provide any additional information below.
