Garbage Fees Processing Inappropriate for some LGUs #6

Severity and why:
High since Garbage Fee built into eBPLS

Situation Details:
Garbage fees are based on pickup along a route which does cover a full 
barangay.  Also, garbage fees vary in different areas. Setting up Garbage 
fee in a different way doesn't work.

Describe any work around:
Set up a different fee, Waste Management Fee, that can be set specifically 
for each business or line-of-business. Do not use the word 'garbage'; it 
appears to be detected for eBPLS' garbage fee processing.

What is the expected output? What do you see instead?

Base
