@ not working correctly for Danish keyboards #218

What steps will reproduce the problem?
1. Get a Danish keyboard and switch to that layout
2. Embed a flash file with an input field with SWFObject
3. Try to enter @ by pressing AltGr + 2.

What is the expected output? What do you see instead?
Expected to see @, instead a 2 is entered. Pressing Shift + 2 enters a @.

What version of the product are you using? On what operating system?
This happened with both 1.5 and 2.1, on both FF and IE under Windows XP SP3. 

Please provide any additional information below.
It works correctly if the swf is opened directly, both in and out of the
browsers. It also works correctly with the file generated with Publish from
the Flash IDE.

Obviously this may also be an issue for other languages. Unfortunately I
have too little knowledge of the issue to be of much help resolving it.
