Added tr.yml and modified home summary of de.yml

modified: _config.yml new file: _i18n/LANGUAGE.yml -> deleted :) modified: _i18n/de.yml modified: _i18n/en.yml new file: _i18n/tr.yml -> fixed typo on line 56 with the dates

This looks great!

Coincidentally I noticed the join button on non English/German/Russian pages doesn’t work because the language parameter in subscribe.md is limited to those languages. I will change that in separate PR.
