Add the ability to set permissions on all slash commands #17

Some few administrative commands should be set by role ID in the config. The rest should be updated with a slash command and role mention and stored in the database.

Which commands should only be modifiable from the config? Should they all be configurable? Who should be able to change them? Does the server owner automatically inherit all rights?
