Cheat enable button on per-game settings confusing #302

What steps will reproduce the problem?
1. Enable the global cheat setting to ON
2. Select a game that has no cheat text file but has a gct file in SD:/codes
3. Enter its per-game settings, you see that the cheat option remains in
OFF position
4. Start the game, test the cheats

What is the expected output? What do you see instead?
The contradicting settings confuse me. I would assume that the per-game
settings would override the global settings.
I would also assume that when there is a gct file i could toggle the
per-game cheat option. As it is, if there's no cheat text file and i have a
gct, the option is disabled but then it applies the gct anyway.

What version of the product are you using? On what operating system?
