After changing to cios 222/223 in central settings usb disk is not detected as WBFS formatted (1038)

What steps will reproduce the problem?
1. Install coverfloader 1038
2. Change advanced setting default IOS from 249 to 222/223
3. Boot a backup from usb and exit it
4. Start coverfloader, now it sais te usb drive is not formatted as wbfs 
and asks if i want to format it (if I do this it does not work) The only 
way to get coverfloader working again is delete the settings file from the 
sd card. Even wii restart is not working

What is the expected output? What do you see instead?
usb drive is not formatted as wbfs

What version of the product are you using? On what operating system?
