[Windows] Fontconfig error: Cannot load default config file: No such file: (null) #1212

Using the tectonic (current master branch) in a rust project on Windows 11, the program prints "Fontconfig error: Cannot load default config file: No such file: (null)".

Curiously, if I run the compiled binary from my project's 'target' folder, it prints above mentioned error message, but still generates a PDF file. However, once I move the binary somewhere else I only get the error and the program also fails to generate a PDF.

I found the proposed solution in #757, which works though it's more of a workaround than a solution in my opinion.
