CSS and JS have forced redirects to ?locationid=3 URL #111

The standard minified CSS and JS URLs currently produce an unnecessary 304 
redirect -- the standard URLs, when loaded, repoint them to new URLs that end 
in an unnecessary ?locationid=3. Instead, the standard intended URLs should 
work.
