System-only groups are showing up in the Add User action #69

What steps will reproduce the problem?
1. Navigate to the "add user" action
2. Look at it

What is the expected output? What do you see instead?

You should only see options for user-level membergroups such as 
"Administrator" and "User." Instead, the system-level groups also appear.

This appears to be fixed based on a fresh checkout of r1364.
