Admin side no longer shows login screen on authentication error #79

What steps will reproduce the problem?
1. Log out.
2. Attempt to access any part of the admin site.

What is the expected output? 

Since you are currently the "guest" account you should see a login screen.

What do you see instead?

You receive a generic 404 page with no way to access the login screen accept 
manually entering it.

I believe this was introduced with r1434 but am not positive.

This was fixed yesterday with a series of changes- r1450, r1451
