Add Descriptions to Install Module Action #84

The package.ini file for Mortar modules includes a line in which a short 
summary of the module's functionality is included. This line should be 
incorporated into the Install Module action so that the summary of each 
module is listed along with its name, making it easier to determine what 
the purpose of each uninstalled module is.
