System users should not display in the user browser #92

What steps will reproduce the problem?
1. Click the "List Users" button in the menu.
2. Look at the users listed.

What is the expected output? What do you see instead?

This list should only list users who belong to zero system groups. 
Instead, it lists all users, including system-specific ones.
