Create "Lockable" Locations #98

As part of expanding the Location system, there is an increasing need to 
create certain locations which are arrayed at the root or site-root level 
which, rather than serving as user-modified content elements, are permanent 
system elements that cannot be moved, deleted, or otherwise modified. This 
should be easily specifiable as a model setting so that such Locations can 
be easily created for the system when needed.

This be handled by creating a new "Delete" action for these models? Something 
where "checkAuth()" always returns false.
