Add ability to use custom docker files #36

We should enable people to use docker files/images they build locally, following the same approach as polar: https://github.com/jamaljsr/polar/tree/master/docker#out-of-band-image-updates

The docker images will default to the latest ones published by polar if not defined in the doppler file.
