zlib update #3

@teeks99 There is a zlib update available: https://github.com/madler/zlib/releases/tag/v1.2.13 with fix for CVE finding: https://nvd.nist.gov/vuln/detail/CVE-2022-37434 and advice:

Due to the first bug fix, any installations of 1.2.12 or earlier should be replaced with 1.2.13.

Currently just 1.2.11 is used https://github.com/teeks99/boost-release-windows/blob/master/run.py#L50

I've just pushed an update so the script will run with 1.2.13 for the next build, expected in a few weeks.
