The implementation must be based on CModAPI_Animation

Is this for vehicles or for what reason?

Vehicles, swimming, emotes, custom weapons, better animation for a specific skin, cinematics, ...

Since the code is done for animated spites, it will not be that difficult to implement tee animations.
