Remove incorrect crown count data #23

MHCT extension is not tracking diamond + platinum crowns currently, so all stored submissions with timestamps from (time of News update) until (time of FT modification) need to be removed

[ ] Reset Silver Crown Race scoreboard
[ ] Delete from RankHistory table
[ ] Delete from CrownHistory table
