I've had this issue in MDC as well (where a manuscript had been misbound so a single work was distributed over discontinuous pages). We ended up just using attributes to give the range (as MDC needs something to point to at the beginning), and then put the details in the human-readable content. However, this means that the attributes don't accurately reflect the construction of the volume, and it wouldn't be possible to digitally reconstruct the correct order. In short, I think multiple locus elements should be permitted in the schema - if possible!

No changes are likely required. The problem is likely more an XSLT issue with the CDCP. An issue for this will be created in the CDCP Data Processing repository.
Consider adding a warning is multiple locus elements in msItem occur outside locusGrp.
Add warning if multiple locus occur within msItem not inside locusGrp
Currently multiple locus elements on an msItem break CUDL's xslt but are permitted by the schema. Should this be changed in the xslt or not be allowed in the schema?
