[feat] add a short explainer text to both polling and dao governance pages to help people understand what allk of this means

Describe the problem

i would like to add short info boxes atz the top of both DAO tools pages that contain a very short description of what each tool does and how it works and what it means for the DAO and furtrzhermore add links to further documentation. we need to explain more about how everything works i think

i would be up for contributing the text part but i would need someone to set up the code for the text box. i will draft the texts and add them here later in the comments

Maybe we can also add a "help" tab together with the other tabs where we can add more detailed info. Puting too much details at the beginning will hide the information that the tabs are supposed to show. I would add there 1 or 2 paragraphs at most, with a "click on the help tab more more detailed information"

oh yes the order of the tabs is another thing that i think could be improved, the paramters should not be the landing page imo, maybe proposals would be the better option to guide new people?

i think another order for the tabs so peoiöle se the proposals before anything else and a help tab would be perfect. in the help tab we can also go into more detail! thats a good idea imo!
