Same as https://github.com/tek/splain/pull/96 but for Scala 2.12.18 & 2.12.19.

it's been quite a while since I've had a working scala setup on my machine, so you're probably better of figuring it out yourself 🙂

Will tried to publish shortly. THB my SBT has been a bit rusty (switched to gradle)

@kmate-ct would you like to co-maintain? We can also appreciate an example for usage in bazel
