my friend says URUSAI is Japanese adverb for "annoying". is it a noun or a stative verb in Palauan?

I think it's state verb and I think it's spelled with CH. Ulang, does it sound like Ngurusai or Ng churusai? And is that a full sentence that means 'he's annoying'?
